The park's own guide is specific: dogs must be on a leash on the Rodak and Albert Loops and in the parking lot, and under control on the other trails. The Albert Loop is typically closed between August and November because of bear activity, which is exactly the season a lot of families are out walking a new dog.

Crow Pass and Dew Mound Trails

Under control, not leashed, on these trails, which sounds generous until you meet the moose the guide warns are commonly sighted. Under control is a legal standard, and a dog that ignores you at 80 yards is not meeting it.

The Anchorage Bowl drive

Chanshtnu Muldoon Dog Park is the nearest fenced, designated off leash space to Eagle River, and it is a drive rather than a walk. Most Eagle River owners solve that by letting the dog off somewhere it is not legal, which is how the habit starts.

Inside Chugach State Park, a leash no longer than nine feet in any developed facility, and at the Eagle River Nature Center specifically a leash on the Rodak and Albert Loops and in the parking lot, with dogs under control on the other trails.
