A big lot is not containment and it is not protection. The state's own guidance is that moose will sometimes go out of their way to kick at a dog even in a fenced yard, and ADF&G tells Anchorage owners to turn the lights on and scan the yard before letting a dog out into the dark.

Anchorage Title 17 control at all times in public. A leash or equivalent physical restraint held by someone able to monitor and direct the dog. Inside Chugach State Park, the state rule takes over: a leash no longer than nine feet in developed facilities, under control on trails and in the backcountry.
