Who makes the rules in Girdwood

Anchorage Title 17 control at all times in public. In Chugach State Park, a leash no longer than nine feet in developed facilities and under control on trails and in the backcountry. Trails in the valley also cross national forest and private land, so the governing rule changes with the ground you are standing on.

None designated. Girdwood has no Municipality off leash area, and the nearest one is the 35 mile drive to the Anchorage Bowl.

The method

Lunging, snapping, biting, leash reactivity, resource guarding, fear based aggression.
